Yeah, I remember the character! He studied the "art" of cultures and then found their weakness and exploited it before conquering them and being all cool and shit, cause he's a "Grand Admiral".

Kinda like "The Mule" in Issac Asmiov's Foundation series, but less powerful and with a cooler name.
